PROPERTY TAXATION

In 1995 the Songhees Chief and Council signed our Property Taxation and Property Assessment Bylaws, enacting tax jurisdiction over our reserve lands and taking an important step towards self determination.

The role of the Songhees Taxation Department is to Administer our Taxation Bylaws and our Bylaw Enforcement Program.

We collect property taxes from approximately 670 commercial properties located on Songhees Reserves.

Pursuant to our Property Taxation Bylaw, spending is governed by an Annual Expenditure Bylaw.

Tax Revenue is used to pay for the SERVICES we provide to the residents on commercial properties, such as fire protection, water & sewer infrastructure, road maintenance and bylaw enforcement. We set aside 10% of taxes each year for future capital infrastructure needs.

Our Annual Expenditure Bylaws also include funding for SPECIAL PROJECTS, to benefit all Songhees Residents, such as the QESEQ TOTEM POLE





Taxation is a benefit to all Songhees residents.
Our Taxation Department employs three full time staff members including a Property Taxation Administrator, Administrative Assistant, and Bylaw Enforcement Officer. Our Songhees Chief and Council are a crucial part of the team.


Songhees Taxation was based upon Section 83 of the Indian Act until we began transition to Property Taxation under the FIRST NATIONS FISCAL and STATISTICAL MANAGEMENT ACT in 2006.

SONGHEES BYLAWS

Bylaws are formalized rules that a community uses to regulate it's activities.

Our Bylaws were written at the direction of the Chief and Council pursuant to sections 81 and 83 of the Indian Act.

Our Bylaws are unique to Songhees and they are not imposed by any other level of government.

BYLAW ENFORCEMENT

Songhees has a full time BYLAW ENFORCEMENT OFFICER who is delegated by a Songhees Council Resolution to enforce our bylaws. His job is to build voluntary compliance for bylaws and to impose fines when necessary.

Dispute Resolution may take several forms. Taxpayers may seek help through the First Nations Tax Commission, bring concerns to the Songhees Ratepayers Association, or write directly to Songhees Chief and Council.

Our Bylaw Enforcement Officer also acts as a Peace Officer and liaison with the WESTSHORE RCMP.
